THERE IS NO LIBERTY: A REPORT ON CONGRESSIONAL EFFORTS TO CURB THE FEDERAL COURTS AND TO UNDERMINE THE BROWN DECISION (1982)

Analyzes the potentially corrosive effect on our constitutional system of separation of powers of Congressional attempts to strip the federal courts of their authority to order effective remedies to redress unconstitutional public school segregation.

The report also refutes the premise of the legislation--that desegregation has not worked--by summarizing the relevant research showing positive outcomes of desegregation throughout the country.
