BARRIERS TO REGISTRATION AND VOTING: AN AGENDA FOR REFORM (1988)Based on an investigation including six days of hearings in the Northeast, Southeast and Southwest, the study documents the persistence of restrictive voter registration practices that adversely affects electoral participation by minorities, low-income and disabled people. The Commission concludes that barriers to participation such as restrictive and discriminatory use of deputy registrars in accessible places and inconvenient hours which to register, and registration deadlines long before election day could be eliminated through a nationwide system of registration by mail and of registration up to and including election day.
