ONE NATION, INDIVISIBLE: THE CIVIL RIGHTS CHALLENGE FOR THE 1990s(1989)

Analyzes the record of civil rights enforcement by federal agencies during the 1980s and provides a comprehensive set of recommendations, including new legislation, enforcement policies,litigation goals, and other actions federal agencies must take to ensure effective implementationof civil rights laws.

The report identifies areas of stagnation and new challenges, and establishes a blueprint for strengthened enforcement in the following areas of civil rights: housing, voting, education, employment, disability rights, rights of institutionalized persons, prenatal care, minority undercount during the census, minority business development in telecommunications, mortgage lending and community reinvestment, judicial nominations, changing positions in pending cases, and language rights.
