In this report, The Citizens' Commission focuses on the important role of the federal government in ensuring that the standards-based reforms in Title I work to the benefit of disadvantaged children. The study finds reforms such as those embodies in Title I, but concludes that
tepid federal endforcement and wide variance in state and local compliance are limiting the
program's success in raising the achievement levels of poor and minority children.
