TITLE I IN ALABAMA: THE STRUGGLE TO MEET BASIC NEEDS (1999)

In this report, The Citizens' Commission examines the impact of Title I in some of the poorest schools in our nation. We find both substantial progress in schools using effective schoolwide reforms, as well as failure to implement the Title I reforms in other schools. We hope the report will assist efforts to improve the effectiveness of Title I in enabling poor and minority children to achieve at high levels.
