THE TEST OF OUR PROGRESS: THE CLINTON RECORD ON CIVIL RIGHTS (1999)

In this report, the sixth biennial report issued by the Citizens1 Commission on Civil Rights on the incumbent administration1s civil rights record, and the third report on the Clinton Administration, the Commission assesses the efforts of the Clinton Adm inistration and Congress in responding to the challenges and opportunities to move the nation forward in the area of civil rights. In the Commission's view, what the Administration and Congress do or fail to do over the next two years is likely to d etermine whether racial lines harden and the gulf between the 3haves2 and 3have nots2 continues to widen, or whether the nation moves forward toward an era of equal opportunity. The report addresses the Clinton record on a range of civil rights issues, a nd includes specific recommendations to tackle issues concerning race and poverty, federal resources and funding, administration of justice, the U.S. Commission on Civil Rights, the 2000 Census, voting rights, welfare reform, immigration, employment, affi rmative action, education, housing, hate crimes, religious discrimination, and gay rights.
